Water resource is a complicated system involved with human, eco-environment,economy, and society, even directly related to the nation's safety. On one side, theutilization and protection of water resources will be followed by relevant social,economic and eco-environmental benefits;on the other side, it would be followed bysome harmful impacts. So it is necessary to quantificationally evaluate the effects andprovide the anticipation, so as to realize the sustainable utilization of water resources.Our China has a vast territory with a great diversity. But in the past, the evaluationusually limited to one particular project or region. It obviously can't meet the need ofintegrated and rounded evaluation. Therefore, this thesis focused on setting up anadaptive and integrated model to evaluate the effects of utilization and protectionmeasures of water resources. Meantime, this model would become a part of theNational Water Resource Planning.The main contents of the thesis are showed as follow.1. The thesis reviewed the current research related to evaluating the effects orbenefits of water utilization and protection, and found problems in this field bycomparison and analysis.2. According to our country's characteristic, it proposed three index systems,including holistic benefit evaluation, water safety evaluation, and water use efficiencyevaluation. And it provided concrete evaluation function for every index. Thefunctions are mainly quantitative, operative, data-available, and adaptive. At the sametime, five representative and difficult indexes, such as index of economic benefit ofwater supply, are emphasized and further studied.3. It applied the integrated indicator method and fuzzy evaluating method to theevaluation model. And based on the index system and evaluating principle, itdeveloped a set of visual application software, for evaluating the effects and benefitsof water resource planning measures.4. The evaluation model was applied to Haihe river basin to evaluate the effectsand benefits of water resources utilization and protection measures in this region. Therationality of the evaluating results was analyzed. Meanwhile, the thesis pointed outsome important indexes which should be given more attention, and provided someadvises for the evaluated region. Furthermore, it compared the two evaluationmethods based on the computing results.
