With the gradually prominent of the traffic supply-demand conflict in urban area, the phenomenon of traffic congestion has become more and more server. Congestion pricing has become one of the most effective traffic management measures, it has been under the attention of transportation economists and traffic engineers during the recent few years, and has been studied in a various ways within this field.Most of the present study achievement about the congestion pricing is limited to the single travel mode, and the analysis to the co-existing of multimodel traffic condition is relatively rare, besides about the analysis to the present multi-model congest pricing, its traffic impedance function is just about its self travel volume, and haven't taken into account the influence of other travel model. Considering such condition, the text focused on the analysis of the traffic congestion pricing problem under the influence of various travel modes.This text first utilize the theory of modern economic and traffic engineering, expounding the basic congest pricing principle in the standard road web, explains the reasonableness and necessity of congestion pricing, then introduce the basic traffic flow assignment theory, set a foundation for equilibrium assignment model with the combination of routine choice and model choice. And it mainly considered two traffic models of the private and public vehicles, and analyze the combination problem of congest pricing and traffic assignment while the routine choice meet the wardrop principle, the mode split meet the logit model. The study is carried out into the following two conditions: first the marginal impedance contribution of private and public vehicles is symmetrical, the subsidiary problem of equilibrium assignment could be expressed by a equivalent minimization model, set up the bi-level programming model of road congest and traffic assignment, and work out the result with the GA algorithm and give out the method, second while the marginal contribution is not symmetrical between the two traffic model, the Jocabian matrix of impedance function is not symmetrical, can not set up the minimization model to express the equilibrium assignment problem, face to this condition, we use the"diagonally arithmetic"to solve the subsidiary problem, and the step acceleration method and the penalty function which tend to be mature is present to solve the whole problem, finally a simple numerical example is presented.
