In order to make sure the power system to operate safely, steadily and orderly in the environment of electricity market, we connect the operation and management level with the monthly generating quantity plan. Based on the related systems and management rules for grid-connected power plant, this paper designs and researches the assessment system for grid-connected power plant's operation management. Assessment system is the important component of the dispatching operation and the electricity market management of power system. The system includes generating quantity operation, automatic generation control, primary frequency control and so on. The system also includes resource management, exemption management and so on. Finally the system publishes the evaluation results through web.This paper discusses the hardware and software system architecture design, business design, the system's features and business innovations of the assessment system in detail. Based on investigation of operation situation and analysis of extensive data and literature, the paper makes improvement and recommendations for the existing or common algorithms of automatic generation control, primary frequency control and so on, emphasizes the fairness and simulates practicality based on the primitive data. As the Business process is complex, the system inducts the workflow and designs relational business process model. Finally the paper investigates the status, analysis the operational efficiency of the system and describes the development prospect of system structure, graphic displaying and so on.
