The modern power system requires the generating units to start fast, shut off rapidly. Modern electricity power company demands that operation is simple, safe stability is good, and the economic benefits are high. The modern society requires that electric energy quality is high. All these require the power plant to improve the automatic level. Only the modern computer control and supervision system could realize the automatic economical operation and safe control of the power plant, Making it meet the request of"nobody people on duty, few is on duty"of modern hydro-power plant.This paper analyses the development of the structure mode of computer monitoring system, the Local Control Unit (LCU) as well as communication system, demonstrates the computer monitoring system and configuration of Qingshui hydro-power plant. Plant Network adopts rapid Ethernet with the speed of 100M bps. Aimed at the important function of LCU in monitoring system, the flow chart and man machine interface are designed. The monitoring system has achieved the unmanned or few manned requirement in soft and hardware configuration and function.
