Study On Motor Vehicle Safety Technical Regulations And Standards Of The World

The history of the automotive development is the history of the improvement of automobile safety performance, and the evolutive process of the automobile safety technology is the evolutive and perfective process of the motor vehicle safety standards and regulations, they promote each other and improve themselves together. Currently, the systems of standards in the world are mainly including two: American s CFR (Code of Federal Regulations) and European ECE (Economic Commission for Europe) regulations. Many other countries standards and regulations are basically referred to CFR and ECE. This paper compares the mainly contents of CFR and ECE regulation, and integrates the requirement of china compel standards, and study on the safety standards and regulations.Firstly, this paper analysis the process of the development of automotive safety technology, by researching and comparing the differences between the conceptions of code (regulation) and standard, educe the discussion on the system of different codes and standards among Europe, America and China. The main content focuses on the research on ECE regulations and FMVSS (Federal Motor Vehicle safety Standards), by comparing the test conditions, test methods and performance requirements between these two safety standards system, summarize each other advantages and disadvantages, by doing these, compare with China automotive standards.Because of the contents included in motor vehicle safety areas are very big, this paper mainly researches on 4 aspects: lighting and lamps, brake system on initiative safety area and impact protection, child restraint system on passive safety area.Also this paper introduces the test item and grade rule of NCAP (New Car Assessment Process), and brief compares the system of NCAP among China, Europe and America, gives some suggestions to the establishment of China automotive standards and development of C-NCAP.
