Railway construction which takes much time and funds is a big system project. Reasonable planning can both meet traffic demand and save budget. And engineers have been devoting into improving the planning theories and methods. The popular method, Four Step Method, spends too much convince on the forecast data, while neglects the change during the whole planning phrase. So the planning can not keep up with the rise of the traffic demand. New model lays emphasis on time and economic in raily network planning. On one hand, it minimizes the total cost under the restriction of the road capability; on the other hand, takes time into account to make the planning suit for the changes. Considering the changes the prime step is preview control. It can not only improve redundancy of the planning, but also indulge the expending of the raily network planning. To make the planning under some kind of size, firstly , the model decides the final target, and then arranges it into different time backward. Indeed, the model shoud be used on the powerful GIS and the railway database, which is explained in the following texts.
