Improvement Of Shadow Price Model And Its Application In Value Assessment Of Water Right

China is a country with extreme water shortage.In order to promote efficient use of water resources,reduce waste and save water,China took the lead in carrying out a pilot water resource tax in Hebei Province in 2016.The implementation of water resource tax fully reflects the value of water resources.Although the current market water price follows the principle of "price plus standard for graded water quantity",it does not consider the impact of different water quality on the value of water right.Secondly,although the influence of the quantity and quality of water resources is taken into account,the cost of water intake in the actual process of water intake is not taken into account.Especially for enterprises,cost must be controlled in order to maximize economic benefits.Therefore,this paper determines the intrinsic value of water resources by evaluating the shadow price of enterprises under the condition of maximizing economic benefits,so as to provide references for enterprises to rationally allocate water resources and adjust production structure,and at the same time provide references for the government to pricing different types of water resources differently.The object of evaluation in this paper is the water use right.Based on the amount of water consumed stipulated in the enterprise water intake license,the shadow price model is constructed from the perspective of economic benefits created by the enterprise water consumption.The shadow price model takes corporate income maximization as the objective function,and the result reflects the real value of water right and the intrinsic value of drinking water products.Therefore,this paper considers the influence of water resource quantity,quality,water intake cost and other factors on the enterprise’s water right,and applies the Analytic hierarchy process to improve the shadow price model,eliminate other influencing factors in drinking water products,and evaluate the value of the enterprise’s water right more accurately.This paper takes Nongfu Spring as an evaluation case to evaluate the water use right value of the eight water sources of Nongfu Spring on December 31,2021.According to the evaluation results,it is found that:(1)the water right value of mineral water resources is higher than that of other water resources.The water right value of Changbai Mountain,the source of Nongfu Spring mineral water,is 11,200 yuan/ton,while the water right value of other non-mineral water resources is less than this value.(2)The value of water right of water source with greater water intake difficulty is higher than that of water source with less water intake difficulty.Due to the difficulty of water intake,the value of water right of Manas water source in Xinjiang is only second to Changbai Mountain water source,which is RMB 62 thousand yuan/ton.(3)The production structure of enterprises affects the value of water resources.The value of water right of water source with single production structure is higher than that of water resource land with complex production structure.There is only one beverage production line in both Taibai Mountain and Wuling Mountain,and most of the water resources are used for the production of packaged water,with higher profit margin and higher value of water right.The value of the two is RMB 0.900 yuan/ton and RMB 0.1,100 yuan/ton respectively.On the other hand,Qiandao Lake and Danjiangkou,due to their lake reservoir water and many beverage production lines,squeeze the profit value brought by the use of water resources and make the value of their water right low,which is 0.03,000 yuan/ton and 0.02 yuan/ton respectively.According to the evaluation results and analysis,this paper puts forward the corresponding countermeasures and suggestions.(1)For the government,the pricing of water rights should take into account the economic benefits it brings to specific subjects,and different prices should be set for different types of water resources.In the pricing of water rights,factors such as quantity,quality and cost should be comprehensively considered.(2)For enterprises,the value of water right of different water quality is different,so the prices of products produced are naturally different.Enterprises can make differentiated pricing or adjust the production structure according to the water right value of different water quality.For example,if the water right value of mineral water is high,its water source can be used as the high-end water production water source.(3)Selected evaluation model.The future water use right value assessment model can be considered from the perspective of economic benefits created by water right for its users,and other factors except water resources should be excluded as far as possible.
