In order to deal with the complexity and systematic or the training and education management in thermal power plant, the training and education management system(TEMS) in thermal power plant was developed.About the design of the system structure, the system adopted the B/S(Brower/Server) structure which is on the basis of the WEB browser and has good function.In the selection of the development technology, the system adopted the .NET tools and the database of SQL Server. They are both advanced.Considering of the B/S system which isn't easy for the inputting of the big quantity data records, the writer put forward the input and output through the document of MS Excel, achieving the input, saving and updating for the big quantity data records.Taking into account the actual needs and technical feasibility of power plant, the paper proposed the concept of "simulation training".It makes mobile management of training become necessary that some departments is further away from the thermal power plant. Because the thermal power plant needs the mobile management of training, the paper designed a mobile management business of training, applying the information push and pull (push and pull) technology,.After TEMS was used, the work burden of the training and education management staff greatly reduced, their work efficiency doubled, statistical work has become quick and easy. TEMS used easily; employees can complete the task of study, exempted from the restrictions of time and space, accessing PC system in a random network. At the same time, the leadership in charge of the office training and education can know the progress of training everywhen.
