In the construction of Expressway project, there are substantial risks and uncertainties .not only it needs a long time period building and construction but also it is involved in the construction and management of projects related to the large amount of investment. Therefore, in the management process of highway construction, these factors have a direct impact on the overall highway construction and affect the successful implementation of the project. How to identify and evaluate the risks in the construction is a great problem. We should take measures to control risk, the reduction and minimization of risks to save the construction hazards and losses in order to achieve successful completion of the highway construction projects. Highway projects builders are most concerned about these very important things.This paper is about the issues of Expressway construction project risk management. It gives basic theory of risk management according to the features of the Expressway and the development in and abroad. It introduced the project's basic risk management procedures.According to the theory and methods of highway construction projects, it gives the Classification of the construction of Expressway project life cycle at various stages. Then, in accordance with the identification method of the risk ,it gives a detailed identification of the uncertainties and various stages of the life cycle risks from the decision,the design,the construction and then it complete .On this basis, it also gives estimation and evaluation of the general method on the risk. According to the identifications of the risks, it gives a risk assessment and then the risk management measures.
