When a ship in navigation grounds, the bottom of the ship may have a distortion or dilapidation, which leads to reduction of hull strength.At the moment, if the residual hull strength can not resist outside forces, the hull will collapse globally to wreck. When the hull of a oil tank collapse, it will lead to a big disaster which is a serious pollution to the ocean. The loss of it can not be accounted. In order to work out a right rescuing plan, navigators and rescuers must assess the risk for the hull.At present,researches in the area of risk assessment for the grounding ship's hull are concentrated on the residual strength and reliability assessment of ships rescued, which are applied to engineering and serve the ship's designment and construction. However, the researches on ships which are grounding are few and there are no good assessment measures for navigators and rescuers.Being based upon the systems analysis for factors which lead to grounding ships' hull collapse and combined with oil tanks' characteristics, the system assessment of index has been established, and index weights fixed by DELPHI expert questionnaire and the AHP.Then, risk assessment model is established by the method of fuzzy comprehensive assessment and the risk assessment software of grounding ships'hull is designed by DELFI7.0.By assessments for the grouding examples, the risk assessment model is checked and the results are espected. And the risk assessment software is fit for the navigators and rescuers.
