ABSTRACT: It's an important phase to high-speed railway establishment in China. The rolling stock depot is an integrated base to maintain and repair the rolling stock. It's main functions are: check-up, examine, repair, vehicle alteration, test and supply technic support for the rolling stocks operation etc. The main tasks of the system are: traffic and dispatcher in the depot, product planning, product management, facility management, work planning management etc. The practice of the foreign countries proved, the rolling stock depots with integrated functions and advanced technology are the guarantee for special line for passenger train operate securely, reliable and efficiently. So far, the rolling stock depot had been established in Beijing, Shanghai, Wuhan and Guangzhou, especially for rolling stock maintenance and repair. It's an important task to develop and exploit the depot resource management and maintenance planning system to ensure the depot can supply timely and efficient supports. The maintenance and repair facilities are mostly imported from foreign countries, it makes the technology supplied in special line for passenger train are advanced, so the depot resource management and maintenance planning system are complicated. Not only consider the resource management in immovability, but also had to consider to match the running planning and coordinate -maintenance planning and optimize resource scheme and maintenance planning work-order. In this way, we will enhance the operate and maintenance efficiency.This paper is based on the project of railway ministry—"Study on railway rolling stock depot management information system" and focus on optimizing the resource management and maintenance planning of railway rolling stock depot. After studied on both foreign and domestic rolling stock technology, the paper applied EAM pattern into resource management of rolling stock, and make the systemic analysis on the framework and basic function module. Meanwhile based on rolling stock repair schedule, maintenance operating flow and deciding factors of condition-based maintenance, utilizing GA algorithm to bring forward maintenance and repair work-order. At last, after analyzed the practical data from Qingdao rolling stock depot, the paper built up maintenance and repair work-orders for the depot. The results of the paper supply theory and methodology support on a certain extent for the system.
