Along with the development of tourism, people pay much attention to tourist destination. The development of Many tourist destinations play a decisive role to the development of the regional economic development,regeneration and the development of cultural. As the "low input ,high output" industry, tourism shows superficial prosperity. In many parts of tourism development projects often go hand in hand, regardless of priorities merits and the herd phenomenon of "blossom everywhere" situation. Some places even taken predatory development mode, the result is often the income is minimal, this is not tourism resources which value is not high in itself, a very important reason for this is that the development of timing option unreasonable.As the socialist market economy gradually established, the traditional tourist spots in the development plan on which the model is gradually weakened by the laws of the market economy, the past is no longer on subjective will, step by step implementation. While emerged from a reason for a result, in such results on the basis of the results of a new series of dynamic development process. This study with a view to adopting scientific analysis and building scenic tourist development of sequential evaluation system, from the perspective of planning professionals to provide scientific policy recommendations to guide the sustainable development of scenic tourist destination.Based on the disciplinarian of scenic tourist destination development, the article studys from time series analysis of tourism resources, tourism demand for time-series analysis, time series analysis of the development of tourist destination and to maximize returns of the tourist development , this study summarized a number of factors in four aspects : Resources and supply conditions, marketand tourist conditions, investment and policy conditions, effectiveness and landscape values. Each specific aspect of performance evaluation for a number of indicators, integrated development of a scenic tourist sequential evaluation index system. Meanwhile, combine the characteristics of different indicators set specific quantitative methods of evaluation criteria and grading. Papers on the use of the AHP weight indicators were identified, the calculated weight of the individual indicators and indicators of the total value of sequencing, constructed development evaluate model.Application of the model, for the development of sequential dynamic planning process, and the rolling series of the characteristics , proposed development planning timing flexibility and rigid principles. To explain the content of time sequence planning, six aspects are put forward : the space layout structure evolution attractions, land-use planning, tourism infrastructure, tourism products system, tourist theme image planning and development funds timing planning. In the management control protection, from four aspects of the main management, management objectives, management process and management effect, the propose is to establish multi-game management system. The system contains the dynamic monitoring subsystem, warning subsystem, decision-making subsystem.In the empirical study, this temporal evaluation model is applied to Kuaiji mountain tourism resort, Zhejiang Province. It proved the appraisal system is viable .To the characteristics of this tourism resort, it proposed time sequence strategies of the development and protection mechanism.Finally, the study concludes the major research outcomes, limitation of research and suggests the directions of future research.
