It is not only a important energy saving means to actualize combined heat and power supply, but also a measure protecting environment and improving the standard of living, as well as speeding continuable development of social economy. Taking the 2×200MW heat-supply turbine sets which were built as the 8th project of Baoding thermoelectric power plant for example, the paper shows the importance of combined heat and power supply, analyses the dynamical character of heat-supply set in detail, indicates the principle and method of heat-supply set selection. Aiming at the heat load status quo and forecast for the future of the Baoding city, heat supply blue print was marked out and designed for the sets, detailed thermal economic parameters was also calculated. This paper evaluates the project's invest and profit, analyses anticipated income and anti-risk ability of the project.
