The evaluation of project economic benefits is on the basis of investment estimated, making conclusions on a construction project is feasible through calculating to their production costs, income taxes, profit, the loan repayment period, profit margins of funds and internal efficiency rate. The beginning of the investment and construction of any project will verify the feasibility of the State Power Generation Co., Ltd. Heat-supply exchanger of the heating renovation project is no exception, and the economic efficiency evaluation is to verify that one of the methods, so, this article selects "A study on evaluation of economic benefit for State Power heat-supply reconstruction project" as the title.Research methods used in this paper include Socio-economic survey method, the dynamic economic analysis methods, qualitative and quantitative analysis of a combination of analytical methods. Among them, the socio-economic survey method used in data collection, to have a research on state power subsidiary of a Power Company Limited heating renovation project supporting the first station of the heat exchanger project-related aspects of in-depth and detailed investigation and research, and to get a large number of scientific and rational data. Dynamic economic analysis methods used in the specific sections of the project economic evaluation, mainly in the dynamic economic analysis considering the time value of money, which mainly use the net present value method, the investment rate of return method and the payback period method; qualitative and quantitative analysis method of combining the two aspects of the application, in theory, the use of basic knowledge of Economics, to achieve qualitative research; empirical, making a quantitative research using the relevant data with the statistical methods.Specifically, the paper is divided into seven parts; each part of the outlined is as follows:The first part is an introduction, introduces the research background and research purposes, domestic and international projects relating to economic evaluation research present situation and development trends, the main contents of this article and research methods, and pointed out the possibility of innovation and research.The second part is the theoretical basis of economic evaluation of projects. Introduced from the following three aspects:First, the meaning of economic evaluation, and support the theory; the principles of economic evaluation, including:the principle of objectivity, systematic principle, forward-looking principles; economic benefits evaluation methods, including:the payback period method, the investment rate of return method, the present value method, internal rate of return method, breakeven analysis, sensitivity analysis.The third part is the basis of the State Power heat-supply renovation project supporting heat exchanger project economic evaluation. Include: supporting the heat exchanger of the national electric heating renovation project, such as heating options and the expected selection and electrical energy estimate of the situation of energy consumption and distribution programs, etc.; State Power heat-supply renovation project supporting heat exchanger station project expected input and output, such as project cost of production and investment costs, sales profits, and tax estimates.The fourth part is the State Power heat-supply renovation project supporting heat exchanger station project economic evaluation Index System. Include:the basic evaluation system, such as an indicator of project financial internal rate of return, project financial net present value, all the payback period; uncertainty evaluation system, such as indicators of breakeven analysis and sensitivity analysis of indicators.The fifth part is the economic efficiency evaluation of the State Power heat-supply renovation project supporting heat exchanger. Include: basic indicators of evaluation, such as the evaluation of project financial internal rate of return, net present value evaluation of project financial payback period evaluation; indicator of uncertainty evaluation, such as the breakeven evaluation, sensitivity evaluation; economic benefits of evaluation conclusions, such as basic evaluation conclusions, the uncertainty of the evaluation conclusions.The sixth part is measures to improve project economic benefits of the State Power heat-supply renovation project supporting heat exchanger. Include:project cost control measures, such as strengthening the responsibility for cost management, reduce the labor costs of the project costs, reduce project cost of production and investment costs; strengthen equipment management measures such as strengthening the materials procurement and management of heating and power distribution equipment, to strengthen for heat distribution equipment, materials use and maintenance management, and improve capital efficiency.The seventh Part is the conclusion.
