Multi-objective transmission network expansion planning (MOTNEP) is researched in this paper. First, considering the economic value of different load types and the time effect of power outage cost, this paper presents load shedding cost model based on minimizing power outage cost and proposes economic sensitivity index of load shedding to solve it. Then, a transmission network planning decision-making method is proposed based on hierarchical data envelopment analysis (HDEA), which unites the experience of decision-maker and influence factors. Finally, taking HDEA as evaluation function, the MOTNEP model is proposed, which takes minimizing the line investment, the influence on environment, the power outage cost and maximizing system capacity constraint into account. Using stratified method, N safe networks are taken as initialization particles by gradual expansion method. Uniting simplex method, a multi-population hybrid particle swarm optimization is proposed to solve this model. The calculations show that the proposed models are efficient and practical.
