Network planning which is the important prerequisite and guarantee for the economic and stable power grid operation plays a decisive role in Electric power industry. In order to meet to the increasingly higher demands and keep pace with the marketization of power industry, it becomes a research hotspot on how to enhance the reliability and flexibility of network plans. In this paper, a flexible network planning model considering multi-objective, multi-perspective of uncertain information has been established, and based on which an improving algorithm is proposed.In addition, this paper explored the comprehensive evaluation index system and integrated decision-making methods for network planning.First of all, the multi-objective model of network planning is researched, and the theoretical basis of the cloud is introduced. The function containing uncertainty information of multi-objective is expressed as a qualitative form according to the uncertainty information analysis and process by the cloud generator for network planning, which lay the foundation for the later analysis and solution. A volatility factor is added into the definition of a wave-style manipulation constraint model with flexible features to enhance the adaptability of network planning.Secondly, particle swarm optimization is researched, and an improved dynamic weight PSO method considering the idea of simulated annealing algorithm is proposed. This method could make the weight changing rate from fast to slow, and avioded the "premature" and local optimum problems of traditional PSO algorithm effectively. The dynamic weight hybrid SA-PSO method was used to solve the model of network planning above, and optimization solution set was obtained.Thirdly, various types of evaluation have been summaried and analysised in this paper, and an evaluation system suitable for transmission network planning is established. Because the reserve scheme came from optimization solution set above, this paper consider decision-makers’subjective intent as important reference to network planning evaluation and decision-making. It used combined weighting method to get the right value of the evaluation method, and obtained the final planning based on approximate ideal solution and integrated decision-making.At last, the simulation demonstrated that the flexible network planning model considering multi-objective, multi-perspective of uncertain information, the improved algorithms and the comprehensive evaluation and decision-making approach proposed in this paper are reasonable and effective.
