There are many shortages in evaluation of urban distribution system planning result at present.The evaluation always depends on the knowledge and experience of experts.This leading to some reasonable planning methods can not be applied to practice.Distribution network planning and decision-making methods were study systematicly.Several methods of comprehensive evaluation were analyzed and compared.The strengths and weaknesses of various evaluation methods were expressed as expertise,which provides a reasonable basis for distribution network planning intelligent evaluation system. The principles of the Support Vector Machine(SVM) were stydied systemticly.An intelligent distribution network planning method based on SVM is proposed. Finally, an illustration is given to show the feasibility of the method.Basis on this,a framework of rule-based intelligent power distribution network planning and decision-making system was constructed.This approach has both merits of the mathematical optimum model and the specialist planning, avoids the shortcomings of the two traditional approaches.
