The empty wagons distribution, being the main part of the railway transportation plan,is an important means to realize effective distribution of the railway wagons resource,to insure railway proportion transportation, increase the rate of railway wagons and to make transportation production in order. At present, there are approximately 500,000 freight wagons, and the average ratio of empty wagon kilometers to loaded wagon kilometers is about 30%,the max ratio perhaps 50%.To those railway enterprises,it now becomes a big problem which attracts more and more attention to find out how to increase the efficiency of the empty wagons and the competition ability of railway in transportation market, which is aim of railway market-oriented reform.Affected by too much subjective and objective factors,empty-car-distribution problem has not been solved thoroughly on both theory and practice, which remains an important theoretical and practical research task. This paper analysed the characteristics of the traditional optimization models of empty car distribution and pointed out those deficiency, and then constructed a optimization model of empty car distribution which is close to our railway operating features. At last, this paper proved that the model is better and feasible by simulating an example. There are three main innovative aspects in this paper, which are presented as follows:1.The model pointed out in this paper can solve the problem of empty car distribution when the shortest route in the web;2. The model pointed out in this paper can find out the route through which the empty cars get to the stations which need some empty cars;3. The model pointed out in this paper can solve the problem of empty car distribution when there are some restrictions which come from the carrying capacity of link.
