With the optimization and upgrading of the industrial structure, the demand of the railway parcel transport service, above all, small parcels express service, develop rapidly relying on rail transport. Railway parcel transport service network design problem arouse people's attention, and has gradually become a hot research. For the uncertainty of the market supply and demand and the complexity of rail transport network, railway parcel transport service network design problem in the uncertain environments became very important. The current papers mainly focus on certain domain and scarcely on uncertain one, which is nearly vacant on rail parcel transport service network design problem, optimizing rail parcel transport service network design with uncertain factors is studied in the paper. This paper mainly aims to investigate the rail parcel transport service network design problem in uncertain environment in which some of the parameters, e.g. the transport costs, the time-expenditure and the conveyance capacities, are supposed to be fuzzy variables, construct of rail parcel transport service network design problem with uncertain parameters and solve it.In this thesis, the uncertain railway parcel transport service network design problem was systematically researched firstly. And then, two kinds of models that include random parameters and fuzzy parameters are constructed, respectively. Finally, we design an adaptive genetic algorithm based on simulation to achieve the approximate best solution of the models.Now we shall list our contributions to the railway parcel transportation service network design problem:1. Based on the literature and basic theory related to network design problem, expected value programming model, chance-constrained programming model and dependent-chanced programming model of random railway parcel transportation service network design problem are constructed, and crisp equivalences of the models are induced for different models under some special conditions.2. Based on the literature and basic theory related to network design problem, expected value programming model, chance-constrained programming model and dependent-chanced programming model of fuzzy railway parcel transportation service network design problem are constructed, and crisp equivalences of the models are induced for different models under some special conditions. 3. Enlightened by the thought of solving the uncertain programming with hybrid intelligent algorithm, we design a hybrid intelligent algorithm, that is, adaptive genetic algorithms based on simulation to achieve the approximate best solution of the above mentioned models. Some examples are designed to verify the feasibility and efficiency of the algorithm.
