Optimized Methods On Railway Baggage And Parcel Transportation Dispatching

With the continuous development of national economic and severe competition in the package freight transportation market, the railway package and parcel transportation is facing challenge from new trends and opportunities as the backbone element. Under the big background of modernization and marketization, the conventional method based mainly on human experience in the dispatching process of package and parcel transportation demands prompt changes.It’s important to carry out the research that how to change dispatching process from production-oriented to financial-oriented and how to achieve the double win relationship between internal management and external service.This paper studies command system and dispatching process and combining with basic shipping principles of railway package and parcel transportation, optimization of functions and relationships of the three grade structure are researched. From the aspect of implementing scheme, dispatching optimization problems of loading and shipping organization of through and transferring goods are mainly studied.First, based on the existing system structure and relative functions, the article analyzes deeply the operation and management flow, and put forward the necessity and key problems of dispatching optimization.Second, according to the existing problems during dispatching process, optimization of functions of dispatching department is made from three aspects of statistical analysis, monitoring early-warning and transportation capacity allocation. Based on that, the information passing process is optimized with system optimization theory and then a dispatching information platform structure is given.Besides, in view of problems about though goods loading and shipping, this paper makes optimizations for the optimal selection of transporting train number and loading plan adjustment based on train number classified. After analyzing the influencing factors, an optimal model of loading plan adjustment based on train number classified is given to solve the question that how to consider loading prior grade at the same time to achieve maximum generalized total income. Furthermore, this article solves a practical example by lingo12.0programming and makes out the adjustment result of every station along the train line.Finally, aiming at the optimal decision of transferring goods loading and shipping, transitive strategies for transferring train number combination are suggested. Through instructing index system of transferring strategies and by fuzzy math thoughts, this paper proposes to apply the method of improved multiple steps fuzzy comprehensive evaluation on assistant decision-making. Above all, an example of transferring certain quantities of major client’s goods is used to verify its scientific nature.
