The development of IEC61850 is propitious to improve the openness and extensibility of substation automation systems, it promotes the development for protection and monitoring of power system in the direction of network and information. But as a prerequisite, it brings forward higher requirements in substation device's communication performance and processing speed. Especially for the bay level intelligent devices, because they are in the first line for substation's protection and monitoring, their task is not only to protect and monitor the bay component in the cell they belong to, but also to cooperate with other bay level or substation level intelligent devices to carry out substation's distributing protection and monitoring function. So researching high-performance intelligent devices in bay level is an important work to implement the new standards, and it is of great theoretical significance and practical value. Hunan University and WuHan YangtzeCommunications Company signed the research project"The microcomputer protection device with Electronic Transformer Interface", and this paper's research subject is an expansion of the project. On the design of bay level protection and monitoring device, this paper mainly does the following work: (1) From researching the substation automation system's realization thought of distributed hierarchical structure and IEC61850's requirements in communication's real-time performance, this paper proposes and implements bay level protection and monitoring device's hardware platform with distributed structure. There are several CPU units working in parallel manner, sharing information and cooperating with connection by Ethernet or CAN bus. In addition, it constructs a substation network and validates that it meets the real-time requirements of fast packets in IEC61850 through the calculation of the network's load and delay time under the worst circumstances.(2) It constructs the system's software framework. Take the client/server model and publisher/subscriber model for example, it researches the adopted communication model, and analyzes the two model's characteristics and attentions that should be taken in realization, and introduces the communication packet frames format and coding. With the example of distance protection's realization and the configuration of line protection logical nodes, it illuminates the implementation of the system functions.(3) It researches the substation automation system's configuration process. Substation configuration uses the SCL to describe the substation IED,topology and communication; In the last, it introduces and analyzes the SCL's object model and its schema language.
