Water resource is the natural resources, and the material basis of the human beings'survival and the economic and social development. With the rapid population increase and the economic and social development, the quantity and quality of water requirement is becoming higher and higher. Water resource shortage has become an important factor which restricts the economic developments of our country. So the study on the sustainable utilization evaluation and rational allocation of regional water resources is important and meaningful to the sustainable development of society, economy and environment.Firstly the domestic and foreign research status quo of water resources sustainable utilization evaluation and rational allocation e is concluded and discussed, the major problems are analyzed and the prospects are discussed. The concrete contents are: (1) it describes the basic theory and methods of rational allocation of regional water resources and the rational allocation model of regional water resources is established. The optimal allocation model of regional water resources with multi-objective based on the theory of large-scale system decomposition-coordination and the method on MATLAB optimal toolbox to solve the model and is discussed. The simulation technique is applied to rational allocation of regional water resources.(2)The index system and method of regional water resources sustainable utilization evaluation are discussed. Based on the analysis above, according to the special conditions of the South-to-North Water Transfer Project for He-Bei province, the present year'situation of this area is overall evaluated and the present problems of water resources'utilization are analyzed.(3)According to water resources system of this research area with the complexity of multi-objective, multi-user and multi- water source, the optimal allocation model of regional water resources with multi-objective based on the theory of large-scale system decomposition-coordination is applied to operate the typical co-ordination of supply and demand programs and water resources rational allocation. The simulation model of water resources allocation based on the results of optimal model is established and successfully applied to operate the long series years. The supply and demand programs are assembled and five programs are sets, then these programs are operated in the water resources rational allocation model. (4)The operational results of different programs are seriously analyzed, the evaluation index system is set up and the water resources rational allocation programs are evaluated by using the evaluation model. The best program is chose and analyzed in detail.
