The paper puts emphasis on the evaluation indexes system of regional water resource's sustainable utilization and its evaluation method , and evaluates the water resource's sustainable utilization of GuanZhong area in ShaanXi province .First of all , The paper discusses the relationship of water resource and sustainable development, reviews the domestic and foreign research status quo of the evaluation indexes system about the regional water resource sustainable utilization, analyzes the major problems, and discuses its prospects .Then , The paper discusses the theoretical basis. meanings of regional water resource sustainable utilization , and discusses the three phases of water resource utilization .In succession, the paper in details discusses the significance of evaluating the regional water resource 's sustainable utilization , and the principles of founding the evaluation indexes system on the regional water resource's sustainable utilization . At the same time , that how to choose indexes and how to establish the evaluation indexes system is researched . Based on the analysis above, according to the special conditions of GuanZhong area, the evaluation indexes system of water resource sustainable utilization in GuanZhong area is established . The system includes object hierarchy , rule hierarchy, realm hierarchy and index hierarchy . Analytic Hierarchy Process (AHP method ) is adopted to determine the weight of each judgment index ,the rating criterion of each basic index is classified , the sustainable capacity of each basic index is classified into worst worse middle better and best, and the fuzzy synthetic judgment model is chose as the evaluation model . With the present data (1995 year ) and forecasting data (2010 2020 year ) , the water resource sustainable utilization in GuanZhong area is evaluated in succession . In this paper, the data are dealt with Mathmatica which has better calculation , so ,the sustainable ability dependence and the trend of each index is obtained .The result is : The sustainable capacity of the water resource complex system is lower , belonging to inferior stage of sustainable development; The sustainable capacity of the water resource system itself is worse ; The coordination level between water resource system and social-economical system is better ; but , The coordination level between water resource system and environment is worse . The key factor influencing the water resource system sustainable utilization of GuanZhong region is water resource itself and the environment. Finally , according to the results , the existing problems of water resource utilization inGuanZhong area are pointed out, and the better policy and advices are put forward .Though the research on the evaluation system and evaluation method of regional water resource utilization , the quantitative evaluation of regional water resource's sustainable utilization is obtained . At the same time , we may not only know the developmental ability of regional water resource system but also know the corresponding ability of water system and society system economy system and environment system . This provides important theoretical and practical benefit to carrying out the strategy of the regional water resource's sustainable utilization .
