Traffic jam is a serious problem for most domestic and foreign cities in modern world. Many methods have been used in order to solve this problem. The initial idea is to solve it by expanding road traffic capacity, building and rebuilding new roads. But it is unrealistic to build large amount of new facilities due to limited city space. In order to contain the serious contradictory between transportation supply and demand and solve traffic jam problems in large cities, transportation and urban planning experts in our country have done systematic research on development of transportation history and traffic problem solutions in cities domestic and abroad. Finally, they concluded that we should take the way to develop public transport and mass transit as the leading approach in our country. Furthermore, coordinated development among all kinds of traffic systems should be promoted.Although, the urban railway system has characteristics such as fastness, large volume, higher reliability, automation, etc, which can effectively relax the urban traffic congestion problem in urban arterial roads, because of its characteristic, this will certainly result in an enormous construction funds input, only suitable for backbone transportation, the accessibility is relatively low, our city needs various of traffic modes, thus forming good systems of accessibility, in order to remedy its insufficiency and improve its accessibility and to make efficient use of urban rapid transit system, except that the railway system should do self-construction well such as the route planning, station design, urban railway transit system should connect other traffic alternatives well, thus serving for the whole city passengers, this is also a very important topic of urban railway transit construction.This paper will be helpful to the urban railway planning in Beijing. In this paper, the study is based on the traffic behavior analysis. This paper first reviewed the relevant researches in the rail accessibility domestic and abroad, simple analysis had been made to railway accessibility, including various factors that influence railway accessibility and characteristics of railway accessibility mode choice. Railway travel behavior analysis is introduced in the capital of our country - - Beijing, based on the census data, some basic statistical conclusions have been drawn by preliminary statistical analysis. Then Pearson Chi-Square is used to examine the relevance of how each attribute influence railway access, factors with high relevance is selected as variables, according to random utility theory, the process of mode choice is divided into 3 progresses. On this assumption a 3 level Nested Logit model was established. After examined, some of them were positive others were not, but each parameter fit to the whole model. Then this paper do sensitive analysis on the important factors to the mode choice and access mode choice. Based on the analysis some suggestions were coming up depend on the ultimate objective of Beijing Transportation Planning Program.
