As the increasing of countrywide freeway traffic mileage, the ratio oftraffic accidents increases and the problems of traffic safety stand out day byday. Unfavorable weather is the great hidden trouble of road safety on thefreeway, how to assure the traffic capacity and traffic safety under unfavorableweather have become the issue of social safety that every country values. Forthese, the studies this paper does are as follows:(1) Introduce the background, research content and purpose of the work, summarize how the developed countries carry on a series of researches on themanagement and control of freeway under unfavorable weather and the shortagesexisting in the freeway management in our country under the same condition.(2) For the current situation that traffic accidents on the freeway causedby unfavorable weather frequently occur, this paper points out thecharacteristics of accidents, explores why accidents can happen and analyzes theeffects of the unfavorable weather on road safety and function of the freeway.(3) According to traffic engineering theory and control theory, probe intothe safety interval distance of the vehicle flow under favorable weather: according to the visibility and adhesion coefficients, divide the unfavorableweather into three categories and come to a control model of freeway safetyinterval distance and limiting speed of traffic safety under different weatherconditions; on the basis of analyzing the safety conditions of the freeway flow, establish a control model of the flow on a section of the freeway aimed at keepingtraffic safety.(4) Set up on-ramp control system, according to the traffic flow states underdifferent conditions on the freeway up and down stream, find single on-rampdynamic control model and global optimal control model of freeway entrance, inorder to control the on-ramp on time.(5) On the basis of present traffic control level of the freeway, promote freeway traffic safety control system composed of information collect system,central control system, information release system, communication system,traffic driving safety system and emergency control system, introduce thefunctions and components of each subsystem, and finally give the safety controlscheme of Ji-Qing freeway under unfavorable weather.(6) Summarize the main studies of this paper and forecast the future work.The application of the achievement in this paper is helpful for the safetyfunction on the freeway under unfavorable weather conditions, also it can reducethe incidence rate of traffic accidents caused by unfavorable weather at maximum,can ensure people's possession safety, develop economy, and maintain societystability, so as to attain optimal economic and social benefits.
