As one kind of low flood peak hydraulic engineering structure, sluice has dual effects on drainage and keeping off the water, and displays significant action in such areas as water supply, flood protection, draining water-logged, tide kept off, irrigation, shipping, environmental protection and hydraulic power generation etc..There are more than 50,000 sluices in china, many of them have already entered sick period and appeared different degree damage. All the cases which have mentioned above have effected the safety of sluice in working, threatened downstream people's personal safety and property, and restricted the development of national economy. Therefore, the work of fuzzy comprehensive evaluation of sluice can be helpful for sufficiently realizing the situation of the sluice and giving direction to the decision-making of government and the design of the reinforcement. On the background of water diversion project from Luanhe river to Tianjin City, the major achievements on the problems that how to develop fuzzy comprehensive evaluation of sluice are as follows:(1) According to many kinds of standards, the index system of safety evaluation in sluice is rebuilt based on the domestic and foreign research results.(2) The interzone analytic hierarchy process(IAHP) is chosen to calculate the relative importance among each index in each layer, then referring to entropy theory, an entropy model which can evaluate the quality of information given by evaluation specialists and can present specialists weight is established; at last the index weighted fusion weight is present.(3) In the system of safety evaluation, the qualitative index and quantitative index are converted to nondimensionalize index. The first kind of disastrous target and the second kind of disastrous target are established in this text too."A ticket will overrule"method and variable weight method are combined to be used in fuzzy comprehensive evaluation in sluice.(4) The software of fuzzy comprehensive evaluation in sluice is developed by Visual Basic language. There are many models in this software which is one kind of simple and direct effective computing equipment for fuzzy comprehensive evaluation in sluice, such as Weight computation, automatic modification of judgment matrix, entropy endowing weight method, variable weight method and comprehensive evaluation.
