ABSTRACT: Electrical power maket is inevitable with the socialism market economy was established and the speedy development of the electric industry. Commercial operation and management of the electrical system is already working up. Diversification of the plant construction and its investment, makes property right of the most of the new plants are not only belongs to country, and "plant and system separated, price competition" will be the reality in the near future. An accurate measuring, reliable running and relative separately Electrical Energy Metering System (EEMS) is necessary for the accurately accounting. These years, the EEMS developed rapidly domestic, and reached a relative high level.The paper refers to the EEMS of Zhengzhou power supply bureau, Henan province. The total design scheme is presented according to the development direction of the EEMS. The system configuration is confirmed according to hardwear and application configuration. The system function was described from several ways, that is, power data gathering, data statistic and analysis, report forms, power data publishing.There are several problems such as low probability of communication success and low efficiency of the communication. To solve these problems, a communication of network and softwear based on multithreading is presented as follow:1. Automatic exchange routeway and Netport was used.2. Many modem and workstation work together.The system not only supports IEC60870-5-102 protocol, but also integrates several communication protocols to communicate with different RTU. The mechanism above has been applied in Zhengzhou EEMS, and the system now is in good running, and the system's communication is satisfied the work.To solve the problem of "information isolated" which arised from the constructing of power information-based. The EEMS requires more opening and flexible, that it will be more convenient to shareing information and cooperation with orther system.The scheme of EEMS was proposed based on the IEC61970, which presents the modeling method based on CIM, Including object-oriented database based on CIM model and the relationships of the model such as inherit and relating. The object-oriented model is mapped to the relative model according to the mapping rules. According to IEC61970, this paper implements the mapping between a normal EEMS database and CM, and object-oriented relation database is establishedn using Delphi, which provides a uniform data platform for developing EEMS based on IEC61970.
