Study On The Management Countermeasure Of Dangerous Goods In Waterway Transportation Of Changjiang River

Dangerous goods by Shipping takes large part of transport, either in quantity or in categories. Due to the characteristic of hazardous goods are flammable, explosive, oxidizing, poisonous, radioactive, and so on, each department of logistic and transport focusing on the hazardous goods shipping safety issue especially. However, in recent years, along with the fast fierce development of the foreign trade, the number of the ships which move back and forth between each seaport of China increases gradually. With transportation demanding of dangerous goods increasing now, and transportation accident happening more and more, study of transportation of dangerous goods is very significance.This report research the characteristic of danger-cargo base on the cargo itself, and also analyze the tache of each logistic and transport step, in order to find out the existing problems of every sections. After consulting the advance experience of the developed countries and analyzing the advantages of China's current mode, the thesis starts from local administration system of communications and operational mode, uses the relevant theories and methods of system science, management science, administrative law and government theory, puts forward a feasible and practical suggested mode that fits China's present national conditions and the socialist market economic development.There are five chapters in this report: the first part is mainly introduced the background and the map of thinking as an executive summary of the report. The next chapter expatiate on the concept of hazardous goods, thereby, the hazardous goods waterway transportation's characteristics discussed clearly and eventually the report point out the problems and disadvantages in hazardous goods management domain in China nowadays. The third chapter is a survey of the current foreign and domestic condition. After consulting a large number of references and materials and making the domestic on-the-spot investigation, the author expounds the administration mode of waterway communications and transport of America, and Canada. The forth chapter is an analysis of the current condition. This thesis analyzes points out the main limitation administration of waterway communications and transport in our country is departmental division and separate management. In order to solve the existing problems, we must reform the organization structures, recombinant the administrate functions to implement a centralized, unified administration mode.
