The waterway dangerous goods transportation accidents will bring the enormous loss for the life and property of people and cause the serious threat to the environment. The loss caused by the waterway dangerous goods transportation accidents would be decreased by taking effective measures. It has important significance to do research on the emergency handling and emergency decision for the waterway dangerous goods transportation accidents.This dissertation will focus on the emergency management problem of waterway dangerous goods transportation accidents. The major study contents are as follows:The factors and mechanism of waterway dangerous goods transportation accidents are analyzed, so is the type of the accident. Then the classification of the accidents is studied.Based on the analysis of the present situation for waterway dangerous goods transportation of Jiangsu province, the requirements for the emergency management of waterway dangerous goods transportation are finished. Then the general principle,method and the program of the waterway dangerous goods transportation accidents are elaborated.By taking the waterway dangerous goods transportation of Jiangsu province as the research object, the common waterway dangerous goods are classified by using the method of analogue. Then according to the type of waterway dangerous goods transportation accidents, the principle and the method for dealing waterway dangerous goods transportation accidents are put forward.From the perspective of making emergency decision, the function and composition of the emergency decision-making system are elaborated. Based on the simulation model of the accidents, the consequences of the accidents are simulated. Combining the technology of GIS, the visualization for the prediction of the consequences of the accidents is completed. They provide the technical support for the emergency handling and emergency decision-making of the waterway transportation accidents.The prototype framework of the waterway dangerous goods transportation accidents emergency information management-system is established, and the module of the system are designed. Then the implementation scheme of the system is proposed. Based on the technology of intelligent decision accident simulation,GIS and computer, the design of the emergency handling subsystem and emergency decision-making subsystem are completed.The studying result of this dissertation will provide new ideas for the emergency management of waterway dangerous goods transportation, and provide a scientific method for the emergency handling and emergency decision-making of waterway dangerous goods transportation accidents.
