Relay protection instruments is one of the most important secondary equipment in electric power systems. Relay protection testing system is essential for electric power systems because it plays a critical role in testing the performance of relay protection instruments. Most of the traditional Relay protection testing system achieves practical level, but it uses object-oriented system architecture, so its extendibility and stability have many deficiencies as follows: software system depends on programming language; application structure is lack of flexibility; The software has poor applicability for application environment; the code is difficult to share between different application environments.As we can see, the development of Relay protection testing system has lots of problem. Taking into account the extendibility,stability of component technology and the different needs in application, this paper proposes a new solution which is based on component technology for developing Relay protection testing system. The main contributions of this paper are: 1) design relay protection testing platform which is consist of factory stations, circuit, protection and four pilot projects to test Tree Structure Database Organization methods and generates OFFICE file format test report and implements integration, systematized of testing database and testing report. 2) Designs and implements relay protection testing component library which includes experimental component library, communications component library, test interface controls, test data management and reporting component parts; 3) proposes mathematical model of the system shocks in the relay protection testing software applications, reconstruct the application and DSP procedures based on system oscillation model, and encapsulate it by component technology.
