The Research About The Principles Of Marine Traffic Safety

To find out the marine safety principles and to enhance the marine safety level, the paper analyzed the marine accidents during the 9th and 10th Five Year of China, and compared it with the U.S.A, and .gave some proposals about enhancing the marine safety level.According the number of accidents, number of foundering ships, number of death and missing and direct economic losses, some macro principles were found. And then by grey correlation analysis, we find out the relation between the number of marine traffic accidents, the number of foundering ships, the number of death and missing, the direct economic losses and the number of merchant vessels, the freight amount, the freight turnover, the GDP per person.By grey correlation analysis, the main finding is that the number of marine traffic accidents and the number of death and missing is mainly determined by the number of merchant vessels; the number of foundering is mainly determined by freight amount; and the direct economic losses doesn't have the effecting factor.According to the analysis, we can draw the conclusion: From now and after, if it is remained about the fleet construction, the level of seaman, the navigating circumstance, the supervision level, the number of merchant vessels will determine the number of the marine traffic accidents and the number of death and missing. So, we should take some measures, such as standard ships and large-scale ships, to reduce the number of merchant vessels, and to improve the safety management level.
