In recent years, the construction investment of China is very active, and the GDPof construction industry is rising fast. In such a fast-paced investment and constructionprocess, our housing and municipal works safety accidents still remain a decliningtrend year by year. Thus, the relevant authorities and construction companies havemade a great contribution in control of safety accidents. On the other hand, althoughthe number of accidents and deaths decrease year by year, the total amount is still large.Our security incident management efficiency compared with other developed countriesin Europe and America still has a big gap. So, the level of security incidentmanagement in our housing and municipal works still needs to be improved, and thereis still a lot of work to do in prevention and reduction of accidents.This paper uses the accidents expressed in Ministry of Housing and Urban-RuralDevelopment of China as the core data source, collects8293accidents occurred from2003to2012, and extracts time, area, type, deaths and level of each accident toestablish an absolute index system. Due to the different levels of economic andconstruction development in various areas, in order to rationally analyze the gap ofsecurity incident management and the evolution trend in different areas. We get thedata of total output value of construction industry and the information of staff andworkers in construction enterprises from China Statistical Yearbook and local statisticalyearbook, to calculate the mortality for every ten billion Yuan of output value andmortality for every hundred thousand practitioner and other relative index to establishthe relative index system. Finally, in order to evaluate the volatility characteristics ofsafety management performance and the development trend comprehensively, the trendindex system based on each index change rate also needs to be established. This paperuses EXCEL to sort out the data in index system and constructs the panel database oftime dimensions and space dimensions. Then the panel data can be used to executeregression analysis, factor analysis, and cluster analysis in SPSS to discuss thefluctuation trends and clustering features of accidents. Finally, Theil Index is used toresearch the regional differences of security incident management level and theevolution features. All of those can make the following conclusions:①The decreasing trend of indicators is not stable, changes in volatility appears periodically;②Large accidents have occurred frequently in recent years;③Regional differences in the level of security incident management is large;④The number of Lifting injury accidents shows a rising trend in recent years;⑤The occurrence of safety accidents has some obvious characteristics ofseasonal distribution.The results have important practical significance for relevant administrativedepartments to make effective prevention and control strategies to reduce theoccurrence of safety accidents in housing and municipal works.
