Research On Marine Pollution Prevention And Control System In Our Country

With the continuous and quick development of our country, and as the important foundation industry and servicing businesses,shipping has been appeared more and more important position. In recent years, shipping economy has been quickly developed, but at the same time, as the risk of the ship sailing itself, the latent threat of the ocean pollution caused by shipping is turning greater,,and this has already caused extensive concern of the international society.The thesis first introduced the path of the ocean pollution and its damage resulted by shipping, and described the relevant international convention and code. Next the marine antipollution system in all country is discussed in the view of the policy, law system, management system of marine antipollution. As an important step to constitute the plans of oil pollution preparedness response, the oil spill risk is analysised,and the calculation methed of oil spill risk is introduced. Aimed at the system of marine pollution controlment in our country currently ,the present construction state and txisted problems in oil spill response are analyzed, the relavent problems in the construction of national oil spill response center are studied,and the implementing of our national marine pollution response plan is suggested.. Finally,the related problems about the foundation of oil spill compensation mechanism are discussed.Faced to the increased marine oil spill risk in our national area,and combined with the system engineering in marine antipollution,how to construction the system in marine pollution prevention; pollution response and pollution compensation are discussed at the end of the paper.
