With the development of wireless communication technology, the reliability and availability of wireless communication are highly improved , and CBTC (Communication Based Train Control) is the trend of urban railway traffic control system in the future. Both features and performance are highly improved in CBTC than in the traditional railway traffic control system.In metro railway traffic, it's the main job of CBTC to keep trains run safely by giving MA(Movement Authority) to each train. How to generate secure MA is the key to keep system run without any mistake.In the poper, firstly, by considering the meaning of MA, detailed requirement analysis of zone controller in which MA is generated is done; principle of generating MA is described from multi-aspect, such as resource, structure, data flow; the arithmetic about how to generate MA is raised.In the poper, then, MA generation model is established using formal modeling method based on CPN(Colored Petri Nets). By means of hierarchical modeling method, to research how to generate MA, three layers of models including system layer model, process layer model and function layer model are established using CPN Tools, and reduction method is used to simplify model complexity. Analysis method based on state space is used to analyze and verify the justification and completeness of the model, providing theoretical basis to design the application software of zone controller.In the poper, at last, following the developping pattern for software life cycle, according to the established system model, in the development environment based on VxWorks real-time operating system and 2*2 out of 2 platform, detailed design to application software of zone controller is realized and MA generation function is implemented. By designing multiple test case, high-qualitied application software is obtained.
