In the National Parks, sight-seeing is a quite importance function and it directly relates to the tender subject of the exploitation of the National Parks. But in the forepassed investigations of the exploitation of the National Parks, there are many dissenting opinions about the exploitation, instead there is short of the considering of the root of the issue. The National Parks is developing with the exploitation by the ancients step by step, and the course include of advantages and disadvantages. In the prevalent planning, scenery sight-seeing is fall into neglect, furthermore someone proposed to the Tourism Layout instead of the Scenery Sight-seeing Planning. The Scenery Sight-seeing Plannings is neglected. To the above question, the dissertation begin with the investigation of the Scenery Sight-seeing Planning.Based on the National Park's evolution, this study summarize of the scenery sight-seeing's progress. And then in the contrast the Tourism Layout to the Scenery Sight-seeing Planning, reaffirm the essentiality of the Scenery Sight-seeing Planning in the development of the National Parks. Whereafter studing with the determining factors of scenery sight-seeing, probe into a series of the theories about the scenery sight-seeing. One of the studies is about people's psychology and behavior; another is scenery and the capability of environment. Then through the two practical cases, achieve the anterior demonstrational study. Finally, the study gains a suit of correspondingly comprehensive technical results to rudder the application of the Scenery Sight-seeing Planning. So the results may provides a new way in the easing the contradictions between empolder and protect the scenery in the National Park.In the finality, the problems requiring further studies are discussed.
