Study On Implement Method Of Congestion Management System (CMS)

As traffic of cities is a gigantic complicated system, theory of system engineering is addopted to solve its problems at technical and administrant aspects. Nowadays, plenty of strategies for alleviating and managing congestion are ineffective and inefficient due to lacking of data information sharing, standardization of performance measures, and intercommunion of related bureaus.Congestion management system(CMS), which contains data collection, congestion estimation, strategies evaluation, is a systematic process for managing congestion that provides information on transportation performance that can then be used in the selection and implementation of cost-effective projects, programs, and alternative strategies for alleviating and/or managing congestion while enhancing the mobility of persons and goods at levels that meet State and local needs. The role of the CMS is to provide relevant, technically sound information to the planning process.On the base of collecting literatures at home and abroad related to CMS, this thesis summaries the definition, system configuration and implement procedure of CMS. Then the necessity of CMS is concluded by analyzing its legislation process and functions. Furthermore, aimed at problems countered in the course of the first CMS established in China, the Lujiazui CMS of Shanghai, the implement methods of CMS for cities in China from both technical and administrant aspects is studied. In the technical aspect, a transportation congestion comprehensive index composed of three performance measures of is suggested, while in the administrative aspect, an appropriate CMS administration frame raised by analyzing right and responsibility of interrelated departments and bureaus. Finally, several key problems of Lujiazui CMS are discussed practically.
