Analyses On The Influence Of The Spatial-arrangement Of Urbanization On Policy Of "Increase Power Of The County" In Zhejiang

County as a combination of urban and rural areas, played a role in connecting link between the preceding and the following in the administrative levels since ancient. After the reform and opening up, county becomes an important micro-unit in development of social politics and economy, and the status of county-level government management innovation have become increasingly prominent in the entire country's political and economic life. The administration of county has long been attempted in several aspects, and the enlarge power of county reformation becomes one of the hot spots along with the profound changes of China's administrative system in recent years.Zhejiang is the first province who implements the reformation regard as "Increase Power of the County" in China. Four times new policy were put into practice in 90's decade. Several years ago many provinces including ShanDong, FuJian, HuBei, GuanDong and JiLin start the reformation early or late. Many new features created by those provinces are added to the reformation.The "Increase Power of the County" reformation is not only good for administration system reform, but also can accelerate economy development. There is internal dialectic relation in enlarging power of county. Enlarging power, is the means, and development of county is the purpose. The reformation policy brings huge influence in economy and society to the county .Synthetically evaluation based on Zhejiang reformation experience from 1992 was processed in this paper. The influence of province urbanization spatial structure by expanding and strengthening power of county reformation is analyzed and summarized specifically. On the one hand, it can provide spatial structure directivity policy suggestion for the next phase urbanization development. On the other hand, it also can provide experience reference for other provinces in China.
