The appearance of PMU (Phase Measurement Unit) makes synchronous data collection possible in the whole network. This paper, basing on the information of the switch and protection, can precisely judge the fault part and the fault property and can evaluate the performance of the switch and the delay according to the result of diagnosis. In this paper a new distributed parameter model which fits for line part and a new fault location method which makes use of the positive-order component of the two terminals voltages and currents of the line are proposed. And a distribution program of PMU which can ensure the data of two terminals of any line are synchronous is given a detailed account. This method need not consider the influence of asynchronous sampling angle, so it simplifies the algorithm; at the same time, through the PMU the voltage and current of two terminals in normal state are measured. Then the line parameters are modified and the precision of fault location is promoted. The ATP simulation software respectively simulates two different conditions: there are PMU devices at any terminal of the line and there is only one PMU device at one terminal of the line. A lot of ATP simulation results indicate that the fault location accuracy of this method is higher than the accuracy of the fault component methods which are in general use.
