The working schedule and switching sequences systems of substation are a kind of effectively measure ensuring electric power system safely running. It is extremely important work of attempering task to list working schedule and switching sequences duly and correctly. The traditional manual fashion has not satisfied the need of morden electric power system, so the computer system is developing.The working schedule and switching sequences computer systems of country transformer substation in existence are mostly single and off-line. The intelligent performance, security and flow management of them are demanded to develop morely. Contraposing the disadvantages, this paper puts forward a method that adopts improved three-tier client/server structure to build a distributed system of two sheets for substations. The system can transfer two tickets online and realize flow management. It also can list tickets when the network is broken-down. It meets the need of substation work and saves manpower and resource. The paper adopts expert system to realize listing two tickets intelligently. It adopts object-oriented knowledge representation form to denote the substation structure and operating role. It establishes a relational database by SQL Server 2000. The database describes configuration of main connection and secondary systems of substations, information of department personnel and two tickets. The user who has the might can maintain the relational data base by GUI. The operation is safty and simple. The system has two functions of listing working schedule and switching sequences. The two parts used the same inference engine so that the two sheets can maintain conformity. The research production has been used in a county electric network and it proved that the system has good intelligence, commonality and maintainability. The security for two tickets data is demanded highly. Once a user make a mistake which brings on switching sequences mistakes, it can result in serious aftereffect. The implement of two tickets need several departments and different posts cooperate with each other, so the paper puts forward a popedom management method based on RBAC. The personnel who has correlative administrant popedom can hold correlative function by GUI. It ensures data security of the system and proves the correctness rate of two tickets.The system makes two tickets hang together effectively and realizes network management. It ulteriorly improves the modernization level of electric power corporation management. The system has several fashions of listing tickets and has the fashion of listing tickets automaticly based on graphics which has intuitionistic and effective virtues. The system has virtue of complete function, simple operation and friendly interface. Practice shows that it has good intelligence, commonality and maintainability.
