Along with the constant and flourish development of our national economy since we come into 21st century, the need of railway high speed passenger traffic and heavy haul traffic is endued a more seriously and highly criterion. In order to meet the necessity, the structure style of ballastless track is becoming a fashion for time being, it is the goal and orientation for the development of the track structure to the high-speed railway and passenger dedicated line in our country. The manufacturing quality of ballastless track is relevant to the run speed and safety of the whole line, and the manufacturing quality management of the ballastless track sleeper and slab is in the initial stage. Hence, the establishment of Total Quality Control of the ballastless track manufacturing quality becomes great practical significant.In the article, at first, the research of the social background, purpose and significance on the management system of the manufacturing quality about ballastless track is introduced, then , the concept and the development of quality and quality management are briefly described, including the concept, working procedures and general model of Total Quality Control, which is introduced to the manufacturing quality management of ballastless track. After that, the theory, methods and application of general mathematic statistics in the quality management is described, with the purpose of laying the foundation for programming in below.Secondly, according to the information enquired, collected and the visit to the slab manufacturing factory which was established by China Railway 17th Bureau and 14th Bureau, manufacturing ballastless track slab for Beijing-Tianjin inter-city rail traffic, the overall of Ballastless Track Manufacturing Quality Management is detailed analyzed, and the needs of users, the objects , purpose and technological development strategy of the management system are determined. Then, the design, visit of the access database, the interface design of the system, the design and development of vector spreadsheet management system, the transfer and exchange of data are introduced in detail. Further more, in accordance with the mathematic statistics theory, with the help of the VC++, two quality control methods that histogram method and control method which are more effective are programmed to analyze the data in the vector spreadsheet.Finally, the research production and innovation of the paper are summed up. Moreover, the prospect of the system is forecasted in the thesis.
