City road is the basic infrastructure for a city, and traffic congestion can blocks city development. Traffic congestion has badly affect inhabitants' come-and-go, and wastes a lot time and traffic resource. The finity of city ground resource and the arrangement of city architectures result that the city road widening is impossibility. Thus, in order to resolve city road congestion, the road congestion pricing, aiming to control traffic demand by the way of economic management, would be helpful to weaken and eliminate traffic congestion.The paper presents some results on the study of road congestion pricing measurements. By combining marginal cost theory, the static road pricing method is proposed based on traffic occupancy. The static pricing methid makes congestion pricing more reasonable. Furthermore, since traffic system is a time-verying, combining dynamic network traffic congestion pricing theory with vehicle classification method, a modified method is put forward, which will be helpful to the social equitableness.Some congestion pricing basic principles are put forward in the paper. According to present traffic congestion pricing theory, the paper explains basic principle of traffic congestion pricing by traffic engineering theory. The paper analyses feasibility of congestion pricing in our country and presents some technology implementing methods and analyses their advantages and disadvantages, especially, electronic toll collect technology. The paper presents congestion pricing implementing method which is based on recognition of license plate, designs system architecture and presents the approach of system design. The design process of hardware design and software design are given here. The aim of implementing traffic congestion pricing is not at pricing but inducing traffic flow and liminating traffic congestion, so, the paper presents some traffic assignment theory.
