With the process of industrialization, many metropolitans in the world are facing serious transportation problems, such as congestion, traffic accidents and air pollution. The traditional methods that rely on the increase for new roads and expanding existing roads to solve traffic congestion will educe new demand and further deterioration of the urban environment. In addition, the city always has limited space that can be used in the construction of roads. Therefore, for the sake of settling traffic congestion in the urban areas, we should focus on the traffic management measures, rather than building a new road network that is considering how to make good use of the existing road network. Transportation scientists have proposed the traffic demand management, they think the traffic congestion problems should be coordinated and solved in both supply and demand. And as a traffic demand management policies, traffic congestion pricing is one of the most effective measures to control traffic demand and ease traffic congestion in theory.Due to previous studies that don't take the impact on trip mode choice behavior into account, so congestion pricing model for mixed traffic equilibrium will be mainly researched in this paper. This paper analyzed the phenomenon of urban traffic congestion and the root cause of traffic congestion from economics point, elaborated the conception of congestion pricing and marginal cost theory foundation. The status and relations of congestion pricing managers between decision-making in the travel was analysed based on"traffic distribution and equilibrium assignment"combined model .A bi-level programming model was established which can apply to general network especially the mixed traffic. The bi-level programming model's lower level established objective function which based on the traffic assignment theory. The objective function also analysed route choice and its randomness and combined with the function of elastic traffic demand. The function of the upper level is established with the target of the traffic managers, which is minimizing the total travel cost. The ultimate objective is to seek a numerical which can make two levels achieve a state of"optimal". For the asymmetry of Jacobean matrix of impedance function, the extremism model that is equivalent with equilibrium condition doesn't exist, but this kind of problems can be solved. Finally, we used a example computed by C# programming to prove the efficiency and practicality of the model and the feasibility of congestion pricing.This paper summarizes the impacts of traffic congestion pricing implementation, establishes simple models for analysis from the four main effects, and accordingly makes recommendations with a view to our research and implementation of the traffic congestion pricing measures.Through this study shows that the implementation of congestion charging can play a relieve on the congestion problem in a city with a big traffic flow, adjust transport structure, promote the development of public transport, and make the existing road resources can be fully used to achieve the balance of traffic demand on space and time.
