Currently IC card energy meter and electricity vending system has developed rapidly, but in aspect of technology,quality,management and use, the main disadvantages are reliability and security is not high, communication protocol is unified, tariff is unitary, management is incomplete. Present situation of energy metering and charging system is analyzed in this paper, and trend of DSM(Demand Side Management) is discussed. After that, the paper recommended a design and realization for the multi-rate electrical meter and electricity vending management system based on RF(Radio Frequency) CPU card and ESAM (Embedded Secure Access Module). It is also discussed about the research significance as well as the application superiority.The structure and requirements of system design is particularly studied and projected, the entire system is proved and determined in the paper. Based on the research of interrelated system theories, such as smart card COS(chip operation system),ESAM principle, ISO/IEC14443 international standard protocol, DLMS/COSEM standard protocol and database technology, the hardware principle and circuit diagrams of meter with RF CPU card and reader is expatiated, especially research on theories and work flow of RF CPU card, ESAM, and MF RC531 communication module.The whole system software is divided into two parts: energy meter software and electricity vending system software, both of their arithmetic and design flow are recommended in detail. It is mainly researched on authentication flow between CPU card and ESAM, data flow of RF reader and management function of electricity vending system. The Rijndael encrypting arithmetic is applied on data transmission security. Uniform DLMS/COSEM protocol is used in data communication of electricity vending system.According to the E-R model, the paper builds system's data model and designs database structure, achieves database table. then finish the electricity vending software database design with SQL Server 2000. Borland Delphi 7.0 platform is selected to complete software interface design based on the C/S pattern. The paper also implements communication between electricity vending software and RF reader with MSComm control.The economical benefit of the system products with postpaid and TOU(Time Of Use)power price model are analyzed as well. The current problem to be solved and development orientation are discussed in the end. Practice proves that the system fulfills the functions designed in advance. The structure of the system is reasonable. The system works stably and securely. It is worth of generalization and application.
