Along with the swift development of national economy, science and technology, the electrical section's AMRS (Automatic Meter Reading System) is also under continuous development. Although there exists a set of united and stabilized network communication framework, there is lack of an open communication protocol standard that can united the domestic AMRS. There are huge differences among the hardware communication interface, the communication protocols of electrical tariff device, the AMRS's communication standards and the data type standardization, which make it difficult to interconnect and interoperate tariff devices with different types and manufacturers, moreover, the situation is not propitious for further upgrade of the electrical tariff system.In order to unite the communication protocols of electrical tariff devices, meet the market demand of standardization, conformance, validity, security of electrical data, this paper intensively studied both domestic and foreign advanced electrical communication technology, especially the DLMS/COSEM standard, and applied it to embedded system platform to achieve the function of the intercommunication between the DLMS/COSEM standard and existing domestic electrical system communication protocol. By means of adding embedded protocol conversion module and equipment, the existing tariff system will be more suitable to DLMS/COSEM communication standard and application environment, and it has not to upgrade the existing AMRS equipments widely, so that the domestic AMRS could be more interoperatable, interconnectable, uniform and standardized, and conformance with the foreign AMRS technology.The protocol conversion system this paper designed is aimed at downward channel of the AMRS, by means of adding embedded protocol conversion module between the electrical tariff devices and the COSEM server, using the OBIS system to code the electrical data and tariff device parameters, achieve the function of intercommunication between IEC62056-21 Direct local exchange standard and DL/T645 -1997 Multi-function watt-hour meter communication protocol, which is approved to be well by system testing.
