First of all, The actuality and history of road network capacity research all over the world has been analyzed and accessed in this paper, and theoretic system of network capacity has been systematically analyzed, the influence factors of network capacity has been mainly discussed. Secondly, the concept of network service level was proposed based on road service level, and the index standards of network service level as well as relation between network service level and network capacity have been studied. The result shows that the level of network services directly affects the size of the network capacity. At last, road network capacity model based on network service level on the basis of network capacity's bi-level Programming model and influence of network service level on network capacity was constructed. The upper was to seek the maximum O-D demand the road network under the given network service level, and the lower was a traffic assignment problem accords with the principle of travel route choice should meet user equilibrium. Furthermore, the network reserve capacity, ultimate capacity and practical capacity models were constructed based on network service level according to different traffic demand distribution patterns in the lower. The traffic assignment simulation algorithm and combination of genetic algorithm and simulated annealing algorithm (GASA) were separately designed to solve constructed models above.Eventually, the three constructed road network capacity calculating models were applied to concrete examples. Satisfactory results are obtained through analysis and comparison.
