With the development of information technology, a military revolution has come into being since the end of 20 century. That is network centric warfare(NCW). Information warfare will transform from platform centric warfare to network centric warfare, and network centric warfare will become the important operational theory and main warfare of information warfare. Network Centric Warfare is the concept of the United States Navy in 1997. It refers to the battlefield by the various operational units of the network, information superiority into combat edge, so that the scattered distribution of forces common perception battlefield situation, coordinate their actions, thus maximize operational efficiency and to improve combat effectiveness. Command and control system is Network Centric Warfare "brains" and the core, with compared the platform-centered war, the Network Centric Warfare command and control systems "combat effectiveness multiplier" a more prominent role. It is information superiority into knowledge superiority, decision-making superiority and eventually across-the-board superiority to achieve full control of the key purposes. Evaluation of the effectiveness of command and control system is the starting point for building the system for use throughout the entire process. Studying Network Centric Warfare command and control system effectiveness can provide standard and basis. The use of the process can help to more effectively organize and coordinate various elements of the relationship between them, guarantee the functioning of the system and to achieve efficient operation.Firstly. The paper explain the basic concept of NCW and focus on the analysis of the nature, Combining my understanding of the new revolution in military affairs and information warfare, then analyzed the intrinsically linked of NCW with the new military revolution and the information war, expounded NCW and the Grid, proposed the idea that NCW is the essential requirement of System confrontation, analyzed the flow of information in Physical Domain, Information Domain and Cognitive Domain.Secondly. On the basis of examining C~4ISR technology, analyzed the C~4ISR deficiencies, these deficiencies can be resolved through the development NCW-C~2. Raised the characteristic of NCW-C~2 by analyzing its behavior. Expounded the influence of NCW-C~2 in the future based on the study of the difference between NCW-C~2 and C~4ISR. Finally use of the previous theoretical results, its operations was studied especially.Thirdly. Importance of NCW—C~2 effectiveness evaluation was clarified. Based on the summary of the basic theory of effectiveness evaluation and the study of NCW, three indicators system was raised based on ability, behavior and the value chain. By analyzed the essence of money in economy as a yardstick of value, we studied the relationship between effectiveness evaluation and Socially Necessary Labor-Time. A mathematical expression of effectiveness evaluation was built, and tree decomposition quantify method was presented, then evaluation of complex system effectiveness was evaluated through the combination of the mathematical expression of effectiveness evaluation and tree decomposition quantify method.Lastly. Using AHP evaluated static effectiveness of NCW-C~2. Summed up the FAHP different fuzzy numbers and different judgment matrix for evaluating the effectiveness of static methods, and use different methods for the establishment of indicators to calculate and comparison of data. We provide a technique of Analytic Hierarchy Process (AHP) combined with Sensitivity Analysis and Adjacent Comparison to dynamic evaluate Command and Control System Effectiveness. In the end, the paper validates the method through example.
