Electricity is a wildly used power, it involved in all field of the country and the life of people. With development of our country's power industry, and the growing number of industry and civilian Meter, one house has one or even more Watt-hour Maters. In order to promote a balanced use of electricity, the rate can be set accord by time. So, reading meter system becomes a huge and multifarious project. More and more the electricity sector uses data collection terminal to replace traditional manual reading system, Thought the system interface, realize the data collection digital for power marketing system, improve the efficiency of the meter reading, and ensure the accuracy of reading data. Because of the power management become stricter and more embodiment, and diversification of specific types of meter make the communication protocol out of compatibility. So, the requirements of data collection terminal also set higher. This paper introduces how to combine the Watt-hour Meter communications with strong and management function of computer powerful so as to design and realize a simulation of a multi-protocol Meter, in order to provide a powerful test tools data for collection terminal, to improve work efficiency and to reduce development costs.Firstly, this paper introduces the definition, the basic working principle, the application of electronic meters, and analysis the significance and feasibility of establishing the simulation Meter system. And then it introduces Multifunction Multi-protocol simulation Watt-hour Meter in general, demarcates the system into three modules: data storage module, basic communications module, and high-level management module, and introduces the selection of developing tools and testing tools. Data storage module is the basis of the system; through analyzes a variety of communication protocols of Meter establish a rational database. The basic communication module of the system is important and difficult in realizing the system functions and also is the emphasis of this paper. It mainly contains utilizing the CSerialPort Serial Communication class to realize the serial communication between computer and data collection terminal. Utilizing database storage and relations and the realization of the analysis, structure the data frame of different protocol, a simulation can support 32 meter of different protocol on one RS232 link. high-level management module realizes the system functions an mainly contains the display and management of communication status, meter management, meter data management, and the management of protocol and frame, it also realizes other functions such as meter data can change settings manually and change automatically, and through image display trends change of the data. And the paper introduces the testing circumstance and result of the system.Finally, the paper summarizes the work, design experience and the work that shall be done in future.
