The voltage and reactive power control for substations is implemented by automatically regulation of the transformer taps and the switching of the capacitor bank, which is an important measure to ensure voltage quality and reactive power balance and improve the economy of the power supply grids. At present, the existing voltage and reactive power controls adopt the control strategy of nine-area plot method widely. However, in the practice, the method has the defect of too frequent adjustment of the transformer taps and the switching of the capacitor bank. It is worse that it sometimes may lead to the problem of unstable control.To overcome the above drawbacks, an improved Tabu search approach is proposed. The forecasted load profile is utilized. Maximizing the reduced loss energy is used as the index. The constraints consist of voltage requirements, electrical limitations of apparatus and control restrictions. A benefit threshold is introduced to limit the raising of the number of times of regulation. An iteration method to determine the best regulation times is suggested. A constrained linear least square algorithm is also discussed to estimate the system bus voltage and system impedance parameter. An example is given showing the feasibility of the proposed approach, with which, the number of times of regulation can be reduced effectively.Based on LPC2292 micro-processor of ARM and the embedded operating system (μC/OS-II), the function of voltage and reactive power control for substations is accomplished by adopting the developing tool ADS1.2. The development of software includes the transplant of embedded operating system and graphics user interface (GUI), data input task, data process task, voltage and reactive power control task, communication task based on GPRS/CDMA, keyboard scanning and liquid crystal display task and etc.A test platform for voltage and reactive power control is built, in which, a signal generator is used to produce power signals, and the relays are used to simulate the regulation of the transformer taps and the switching of the capacitor bank. The feasibility of the proposed scheme is verified by the experiment results on the testing system.
