Air Transportation Oversight System

Air Transportation Oversight System (ATOS) developed by Federal Aviation Administration (FAA) and based on Statistical Process Control (SPC), System Safety (SS) and Risk Management (RM) is a systemic, process structural, normative, automatic and network-based safety oversight system, its efficient and reliable system safety approach helps FAA reduces the rate of serious accidents by 80%. Civil Aviation of China (CAC) still lacks an oversight system likes ATOS. In order to develop the air transportation oversight system of CAC, ATOS technology is studied and improved.SPC theory, SS principle and RM theory are applied in the in-depth study of ATOS. The data model of ATOS Data Collection Tool (DCT) is made for the purpose of information systems development and knowledge management, the storage solutions of DCT complex tree-level data in the relational database is put forward and Aviation Carrier Oversight System (ACOS) prove its feasibility. An airlines quality management method based on ATOS and Six Sigma technology is put forward, this method takes advantages of SPC and ATOS and focus on Autocorrelation Process Control Chart (APCC). The simulation results indicate that APCC is better than the conventional control chart. A system safety assessment method based on AHP and ATOS is put forward, the simulation results indicate that this method is effective for the Air Carrier Operation System Model (ACOSM).The results show that ATOS have significant value for improving the air transportation system safety. The realization of ATOS technology development in ACOS shows that the air transportation oversight system of CAC is practicable.
