Under the present era,whether an enterprise can improve the management operation level through computer and network communication technology has become one of the important indexes to evaluate its core competitiveness.In recent years,China’s state-owned railway enterprises have accelerated the step of information construction,a lot of information systems have played an important role in transport organization,passenger and cargo marketing,safe production,business management and so on.However,with the rapid development of technology and the increasing complexity of business application scenarios,system need to be continuously upgrade or rebuild to improve functionality and efficiency,information system migration is an unavoidable work in this process.At present,the information system migration project of state-owned railway has long existed such phenomena as "attaching importance to technology and disdain management","attaching importance to construction and disdain maintenance","attaching importance to application and disdain security" and so on,the management mode of migration is extensive,and the guarantee mechanism of scientific standard is lacking.At the same time,railway information system may involve the characteristics of transportation security,wide range of service areas,24/7/365 uninterrupted operation,complex business process,etc.so that the migration work is facing great risks.Therefore,it is necessary for railway enterprises to improve the migration success rate of information system through project risk management as soon as possible.Taking the project risk management of PMBOK as the theoretical basis,this paper studies the risk management problems in each stage of M Bureau’s railway transportation dispatching management system(TDMS)migration.First of all,expert interview and WBS-RBS matrix are used to identify the team,time,data,technology,implementation of five types of risks and related 18 risk factors;Then,through the questionnaire survey,risk probability-impact matrix and analytic hierarchy process further studied the project risk factors’risk value and degree of importance;Finally,combined with the actual situation of railway enterprise and system characteristics to propose the risk response and risk supervision of the migration project.This study will help to promote the application and practice of project risk management in railway information system migration,improve the risk management consciousness of railway informationization project,and provide experience and reference for other information system migration risk management in the same industry in the future.
